SECTION I: PROMOTION
Promotions are awarded to Sailors for their hard work and dedication to the U.S. Department of the Navy. Promotions are based off merit and hard work, and not off the time in grade of an individual. In order for an individual to be eligible for a promotion, they must have met the time and grade outlined in this policy. For promotion from W-5 to Officer Cadet (Officer Schooling) a review must be conducted through the Office of the Chief of Naval Operations (OPNAV) and the Deputy Chief of Naval Operations for Education & Training (DCNO E&T). This promotion may only be conducted by the Chief of Naval Operations (CNO) or by the Vice Chief of Naval Operations (VCNO). Promotions from O-1 to O-6 must be approved by any member of the Flag Grade or OPNAV before they are able to take place. Promotions from O-7 to O-10 may only be completed through the authority of the Chief of Naval Operations (CNO), Vice Chief of Naval Operations (VCNO). Review Sub-section (1) Promotion and Demotion Scale for the promotional authority of Officers.
This range reflects the promotion and demotion authority of a Commissioned Officer at the given pay grade. OPNAV automatically qualifies any Commissioned Officer to promote up to E-9.

The Promotion Scale displayed above reflects the promotional and demotion authority of a Commissioned Officer at any given rank. To promote, it is customary to call the sailor, soldier, or marine to report. While they're reporting the Commissioned Officer is to state why they are being promoted and give them their new motto (and possibly uniform). All TIG requirements must also be met before a promotion can be granted, as stated in Section II of this document.
Sub-Section II: Promotion Review & Authorization Requirements
Promotions through W-1 to W-5 must be reviewed and must must be authorized by that member's current Military Occupational Specialty (MOS) OPNAV member in addition to a performance review which also be conducted before a promotion may take place. All TIG requirements must also be met before a promotion can be granted, as stated in Section II: Sub-Section IV of this document.
To receive a Field Commission (promotion from Midshipman to Ensign) an official ceremony must be conducted and the promotion must be authorized by the CNO or VCNO. Promotions from O-1 and above must also be authorized by the CNO / VCNO after a review of their performance.
SECTION II: TIME-IN-GRADE
Time-in-grade (TIG) is a system which is used by the USMC as a minimum requirement before an advancement or promotion is given. Upon passing the TIG requirement, personnel may be considered for promotion if all other requirements are met. This system may be nullified by the CNO or VCNO in rare circumstances.
Sub-section I: Enlisted (E-1 to E-3)
E-1 SR - A minimum of 1 day. A SA may skip the minimum time-in-grade if they complete at least 1 MOST session.
E-2 SA - A minimum of 1 day. A SR may skip the minimum time-in-grade if they complete at least 2 more MOST sessions.
E-3 SN - A minimum of 2 days. A SN may skip the minimum time-in-grade if they complete at least 2 more MOST sessions.
Time-in-grade varies for NCO's depending in they are DI's or a member of an MOS.
E-4 PO3 - Without RDC nor MOS = 7 days. With RDC but not MOS = 5 days. With RDC and MOS = 4 days. A Corporal must complete MOST S in order to advance.
E-5 PO2 - Without RDC nor MOS = 10 days. With RDC but not MOS = 7 days. With RDC and MOS = 5 days.
E-6 PO1 - Without RDC nor MOS = 12 days. With RDC but not MOS = 10 days. With RDC and MOS = 7 days.
Sub-Section III: Staff Non Commissioned Officers (E-7 to E-9)
Time-in-grade varies for SNCO's depending in they are DI's or a member of an MOS.
E-7 CPO - Without RDC nor MOS = 14 days. With RDC but not MOS = 10 days. With RDC and MOS = 7 days. A CPO can be advanced to any E-8 rank.
E-8 SCPO - Without RDC nor MOS = 18 days. With RDC but not MOS = 14 days. With RDC and MOS = 10 days. A SCPO can be advanced to any E-9 rank.
E-9 MCPO - Without RDC nor MOS = 30 days. With RDC but not MOS = 18 days. With RDC and MOS = 14 days. A MCPO can be advanced to CWO2.
E-9 CMDCM - A minimum of 30 days (1 month). If an individual has served one term as CMDCM, they are advanced to CWO2. If an individual has served two terms as CMDCM, they are promoted to CWO3. Additional months add an additional chief warrant officer rank.
E-9 MCPON - A minimum of 30 days (1 month), a maximum of 90 days (3 months). MCPON can be promoted to CWO5 or Officer Cadet.
All warrant officers cannot be promoted unless they are an SDI or are a member of an MOS.
W-2 CWO2 - With TO but not MOS = 18 days. With TO and MOS = 14 days.
W-3 CWO3 - With TO but not MOS = 21 days. With TO and MOS = 18 days.
W-4 CWO4 - With TO but not MOS = 30 days. With TO and MOS = 21 days.
W-5 CWO5 - With TO but not MOS = 30 days. With TO and MOS = 21 days. A CWO5's time-in-grade can be indefinite since being awarded a commission is up to the CNO and VCNO. If selected, a CWO5 is promoted to Officer Cadet.
Sub-Section V: Company-Grade Officers (O-1 to O-3)
All commissioned officers cannot be promoted within being a member of an MOS. OPNAV deducts -7 days of time-in-grade.
Officer Selectee – A minimum of 7 days. Officer Selectees are temporary transfer positions. Depending on the individual, an Officer Selectee can be promoted to Officer Cadet if they did not complete OCS within their selectee term or any O1 - O3 rank if they complete OCS within their selectee term. All OFF/SEL promotions above O4 (including) can only be granted by the CNO/VCNO.
Officer Cadet – A minimum of 21 days. Officer Cadets must complete OCS before being promoted to ENS.
O-1 ENS - A minimum of 30 days. OPNAV = 23 days.
O-2 LTJG - A minimum of 40 days. OPNAV = 33 days.
O-3 LT - A minimum of 50 days. OPNAV = 43 days.
Sub-Section VI: Field-Grade Officers (O-4 to O-6)
All commissioned officers cannot be promoted unless they are a member of an MOS. OPNAV deducts -10 days of time-in-grade.
O-4 LCDR - A minimum of 60 days. HQMC = 50 days.
O-5 CDR - A minimum of 70 days. HQMC = 60 days.
O-6 CAPT - A minimum of 80 days. HQMC = 70 days.
Sub-Section VII: Flag-Grade Officers (O-7 to O-9)
All Field Grade Officers cannot be promoted unless they are OPNAV.
O-7 RDML - A minimum of 90 days.
O-8 RADM - A minimum of 90 days.
O-9 VADM - A minimum of 120 days.
SECTION III: DEMOTIONS
Demotions are used as disciplinary action in the DoN. Demotions are used as the last resort. The following policy dictates proper actions:
E-1
1st Offense: Warning
2nd Offense: Dishonorable Discharge
E-2 & above
1st Offense: Warning
2nd Offense: Temporary Demotion
3rd Offense: Permanent Demotion
4th Offense: Dishonorable Discharge
Certain offences may bypass this system. Commissioned Officers may only demote within their range. They may also only demote within their branch. All offences outside of range or branch require screenshot evidence and submission to Commissioned Officer who can demote them or NAVINSGEN. All demotions are subject to reversal by the CNO/VCNO.
SECTION IV: DISCHARGES
To be discharged is to longer be a part of active service within the DoN.
Sub-Chapter I: Honorable Discharges
To receive an Honorable Discharge (HD), one must be at least the rank of E-4, and post a resignation thread on the resignation board. A service person must also leave honorably to receive an HD. This means an individual may not leave to avoid a disciplinary action.
Personnel who have received Honorable Discharge may return to USMC as long as the following conditions apply:
- Have been gone for over a month.
- Have not performed any actions harmful to the United States Marine Corps or any of her allies.
- Have not joined a hostile military.
- Have not been labelled as NEVER REHIRE
In order for personnel to be eligible for an HD, the person must post a resignation on the appropriate board for their own resignation. Personnel are not allowed to post a resignation for someone else, unless there is a physical inability to do so (i.e. not registered on the forums, not appropriately masked). All personnel who have a resignation posted through another individual will receive a Dishonorable Discharge in lieu of the requested Honorable Discharge. Similarly, all personnel posting for another will face consequences in accordance with the demotion policy.

Sub-Chapter (a) Retirement
- A Retirement is defined to a Person or Person’s wanting to leave the United States Navy, and to not have the intention to join another establishment. However the Sailor is not obliged to state whether they are retiring or resigning, but they are obliged to state that they are leaving the United States Marine Corps.
Sub-Chapter (b) Resignation
- A Resignation is defined to as a Person or person’s intends to leave their current job to start a new job within a new establishment. In the Case of Habbo the individual with will have the intention to enlist in another Military Establishment. The following is in effect in regards to this policy.
- Resignations must be first posted in the personnel list before posting in the resignation boards.
- Posting a resignation doesn't warrant for an honorable discharge from service.
- Resignation after disciplinary action (until the next promotion) will be dishonorably discharged.
- Transferred personnel must work for at-least 3 weeks before submitting resignation to quality for a honorable discharge.
- Forum accounts must be NOT be deleted while resigning.
- Officers with rights must be properly relieved (rights removed) before joining any military. Failure to do so will result in dishonorable discharge.
- Personnel resigning in the midst of an investigation or any disciplinary inquiry will be dishonorably discharged.
- Resigning from service of the Regiment before opening a military organisation results in dishonorable discharge.
Sub-Chapter II: Dishonorable Discharges
There are many reasons to receive a Dishonorable Discharge (DD), but personnel who have been dishonorably discharged may not re-enlist. Commissioned Officers may dishonorably discharge any personnel within their range with sufficient reason. Only the CNO/VCNO may discharge Commissioned Officers. Personnel may only be able to return if the discharge is overturned by the CNO.
Upon being Dishonorably Discharged from the United States Navy, the Sailor shall be removed from the BUPERs E4 – O10 to the Dishonorable Discharge List in BUPERs. Then removed from the Personnel ID Badge.
- If Sailor is an Officer All rights shall be removed prior to the Dishonorable Discharge is issued.
- At that process they shall be relieved from the United States Navy, and legible to do as they wish with their career.
Sub-Chapter III: Office of the Chief of Naval Operations (OPNAV)
Members of OPNAV must send a written notification to the CNO and VCNO stating that they will be leaving. Failure to abide by this will result in a termination and a DD. This policy may be nullified by the CNO/VCNO for extenuating circumstances.
Sub-Chapter Iv. Reinstatement Policy
Regarding Honorable Discharges
- If a member of the United States Navy is granted with a Honorable Discharge, the individual may return with the same rank the he/she held on the date of the discharge.
- If the individual returns one entire month after the Honorable Discharge was issued, he/she may be granted +1 to his/her pay grade.
Regarding Deserters
- If a member of the United States Navy is granted with neither a Dishonorable or Honorable Discharge, the individual may return but at the cost of returning -1 of his/her original pay grade. This applies to those who have been caught AWOL more than once.
- If the individual returns two entire weeks after leaving, the individual may return with the same pay grade he/she left with.
SECTION V: DESERTERS
Personnel of the pay grades E-1 - E-5 are labelled as deserters if they are absent from Habbo and/or the forums for five or more days without taking leave or light duty. Personnel of the pay grades E-6+ are labelled as deserters if they are absent from Habbo and/or the forums for ten or more days without taking leave or light duty. Deserters may return at a one rank demotion.
